Launchpad Build-Failure-Notification re-enabled

Hi guys,

Launchpad Build Failure Notification system was re-enabled today.

Notification will be sent to a centralized Mailing list:

https://lists.ubuntu.com/mailman/listinfo/launchpad-buildd-admins

Which was set as the contact-address for launchpad-buildd-admin team, thus any
possible LP-wide subscription of this team will also be sent to the ML.

Subscriptions to the mailing list will require approval (Adam Conrad) due the
high traffic.

We are looking forward for being able to automatically notify respective
Ubuntu maintainers as well
