requirements for sync requests (changelogs)

requestsync (see DeveloperResources wiki page) already collects all
required information. The only thing that you still need to do is to
write a followup bug comment with the justification why the Ubuntu
changes can be dropped (the only thing that obviously cannot be
automated).
