Removing language packs would also reduce the desirability of the
software in some important regions, most notably southeast Asia. In
low-bandwidth parts of the world (i.e. most of it), having an all-in-one
CD like Ubuntu is, to coin a phrase, priceless.
As someone who works in a developing country with three official
languages, two of which are supported out of the box in Ubuntu, its
multilingual capabilities give me a real competitive advantage. (French
language Windows licenses are unavailable here, because of a silly
oversight on Microsoft's part.)
Creating region-specific CDs would address this issue, but at a fairly
significant administrative cost, and would run the same risk as
described parenthetically above if not done correctly.
