I like 'Upsteamed'. It's a new word so e can define it as we like. Also, 
it doesn't offend the submitter by 'rejecting' or deferring (putting 
off) their bug, nor does it annoy upstream who might take issue with 
having things 'delegated' to them. It also doesn't reflect on the 
importance of the bug as 'escalate' or 'elevate might. It is of course 
verbification, but so is 'googling' :)
