Yes, that's per printer configuration.

I agree. Default should be to export printers to @LOCAL and allow them
to print to them. *But*, make CUPS listen only on localhost. This way,
enabling/disabeling Browsing wouldn't make a difference for exporting
local printers and a simple change in /etc/cups/cups.d/ports.conf would
make your printers visiable/printable to others in @LOCAL.
