need local printing for LTSP

we include lp_server since the beginning in our ltsp implementation, the
problem is that nobody really tested it so far, you could try to follow
the ltsp.org documentation for lp_server, it should work (if not, please
file a bug assigned to me, so we can fix it for dapper)

the bzr branches of our ltsp are at:
http://people.ubuntu.com/~ogra/bzr-archive/ltsp/dapper/ <- current
testing already frozen for developmen (beware it wont work right away
with breezy)
