Here at WVU in the LCSEE department we are working on and using such a
system. Its based on Hoary currently, but we are going to start porting
it to Breezy in a bit here.

We currently have lab installs that are standardized and the users don't
have sudo or install permissions. If they need something installed they
can request it and we ussually install it pretty quickly.

We do this based on custom packages and a few scripts that query a LDAP
databse for selecting what packages to install. It does a decent job,
though we are learning from this version and we hope to fix some things
when we port to Breezy.

Nothing like this. Don't really see the need for it.
