Promoting postgresql-contrib to supported

My understanding is that this package contains a collection of
small user-contributed extensions, which are not supported by the upstream
PostgreSQL maintainers.  Is that accurate?

Which bit of functionality does launchpad use?  Is there any plan for
integrating it into PostgreSQL proper?
