Promoting postgresql-contrib to supported

Hi!

Recently I was asked by Stuart about the state of postgresql-contrib.
It is currently in universe, but the launchpad folks seem to need
some functionality of it.

As Debian PostgreSQL maintainer I of course also care for
postgresql-contrib, and can provide particular Ubuntu support for this
package as well.

Is there any objection to add it to the "Supported" seed?
