Ah, now I understand. This is for ensuring that language packs are not
lurking around without _any_ reason to keep them installed. Good idea.

Hmm, a real metapackage ubuntu-language-XX that provides a virtual
package language-XX seems a little too convoluted for me. Maybe we can
just use a package name that is acceptable to both Debian and Ubuntu.
What about "language-support-XX"?
