Now that I think about it, I don't think we can solve it in a
straightforward way. The problem is that linux-meta is the piece with
enough information to know that the kernel is being upgraded to an
incompatible one, while only the actual linux-image package is able to abort
its own installation.
This needs some serious thought; this situation has happened before with a
security update, and it will happen again.
