Kernel security update would break ABI

i would like to suggest to add another dependency for linux-image on a
empty package to this update and let this one do the work....
surely there will be a new security update before hoary to simply remove
it by a conflict on update.
out of curiosity and to learn a bit more about debconf i made an example
