I only mention a new package because I can't see another "consistant"
way to do it.

1) Apache2 installed by default and configured to run on localhost. An
issue for multiuser servers which don't need a "root" apache, listening
anywhere. This default Apache has more modules than just the dav module.
Takes up a bit more RAM, and is a local security consideration.

2) Disabling the init script in apache2-common by default. Just a bit of
inconsistency. Every package is running as expected after install, now
Apache2 is not.
