Hoary bugs -> bugzilla or mailing list?

The procedure for Hoary is the same as it was for Warty.  If you are unsure
whether the behaviour you see is a bug, ask on ubuntu-users.  Once you are
confident that you have found a bug, search bugzilla thoroughly to see if it
has already been filed, and if it has not, file a new report.
