Keep in mind that "we're treating Opinion as an experiment".  As such I
would not add it to any standard responses.  Additionally, I think this
should only be used as a last resort when a bug deals with an issue that
"cannot be resolved".  N.B. cannot is different than will not (Won't
Fix).

As an example there might be a bug about Ubuntu bug reports not being
fixed which will not stay in an Invalid status because that issue
happens to be an important matter to a lot of people.  Subsequently,
setting a bug like that to Opinion may be a useful thing to do.
