is anyone ever going to fix this major bug?

It helps if you assign the bug to the correct package. Judging from the
bug comments, that seems to be ia32-libs-tools (the source package which
is used for building ia32-archive). I've assigned the bug to that
package, and Launchpad told me that bug supervisor for ia32-libs-tools
(Ubuntu) has been subscribed to this bug. Perhaps something will happen
now.

Disclaimer: I am not a Ubuntu developer, and I've never used
ia32-archive myself.

There are millions of Ubuntu users, but only hundreds of developers...

I have yet to see any problem, however complicated, which, when
you looked at it in the right way, did not become still more complicated.
