You're omitting the probability that aggressively declining
perhaps-incomplete bug reports will cause bug reporters to get a bad
impression of the clue levels of the Ubuntu team, and make a noise about
Ubuntu's inability to recognise a bug report when they see one. (Note
that many bug reports closed on the basis that they are incomplete are
not in fact incomplete.)
