which package can find the file wich define menu "System-help-System Documentation" ?

Yes , I want to use a desktop entry, I find the yelp.desktop in
/usr/share/applications do a help system, But it can't display in menu
because of the help submenu items is hardcoded in gnome-pane.
Can I do any thing to use desktop entry instead of the system hardcoded
submenu items?
I also want to know why use hardcoded instead of use desktop entry?
