Kudos to Charles for providing this clarity---I was unaware of it, and
so others were likely unaware aswell. I have done a further update to
the prologue but it is still fairly vague as it is constrained by the
information available:

Perhaps it would be useful if an individual on the Ubuntu Community
Council could share some additional insight into the precise wording
of the request, how it was made, when, from, and to whom.
