[Ubuntu-be] Creation of the council: Step 1: Ubuntu-be Target (IMPORTANT!!!)

Hi all,

after the last IRC meeting we decide to start the process to create the 
Ubuntu-be Council.

The first step of the creation of this council is to decide what is the 
long term target for Ubuntu-be in general.

*So we invite everyone to put all proposition of target to reach within 
the next 4 years for Ubuntu-be.*
(Example: Get more Volunteer, found a way to get more money to invest in 
bigger event, get contact with government,...)

Every 4 years new target will be vote.
