No doubt about the benefit of Online Repo.

Well, it is true that internet is now more accessible from remote part of
Bangladesh. But 'reaching' and 'using' has big differences. Checking mail in
Cyber cafe or public computers @ 20-35 tk / hr and installing packages in
someone's home PC are not the same thing. And I also doubt that people from
'remote' areas of Bangladesh still can effort paying 1000 tk per month for
internet.

2nd point is about labs and small offices. Suppose a school has 10 computers
in their lab. So, if they want to install any software in their computer,
they need to download and install same packages 10 times. And I hope you are
not going to tell me that, schools are going to buy 10 modems for 10
computers. Downloading same things 10 times are time consuming too. And it's
the picture of only one school. Here I am seeing resources (bandwidth) and
time are going to be wasted in a much more less productive way than thinking
and making offline repo.

Listen my dear friend, can you tell me how to make an Ice Igloo? No? A 10
years old kid of Greenland can explain the basics of an Igloo, while a 50
years old in Bangladesh only know it's a Brand of Ice-Cream. People who
lives in Desert need not to know how to swim, while it is a vital skill for
Islanders for survival. So, your theory of "More intelligent" and "Less
clever" can not convince me, I am sorry. And BTW, the repo mirroring tools
are also developed by those "More intelligent" guys and the major users of
these repos are University Labs, where they produces "More Clever" techies.

Your perception of intelligence made me sad, buddy! May be my grandfather
and great grandfather used to think like that while they were virtual slaves
of Westerners.
