#ubuntu-au-chat now open

Greetings,

There has not been a whole lot of focus for the Australian team of late. 
As a part of (and possibly a cause for) this, #ubuntu-au has been merely 
a socialising channel, rather than a channel about Ubuntu. As an attempt 
to get it back on track, we now have #ubuntu-au-chat for offtopic 
discussion.

#ubuntu-au will now be enforcing the CoC more thoroughly, and 
#ubuntu-au-chat will be more lax, pretty much how #ubuntu-au has been 
allowed to dissolve into.

Lets give this a go for a while and see how it goes :)
