I think that a prerequisite is to define the entire process very carefully and 
to have a base of commited people to help balance the load.

Essentially it would be creating a bug which is a "wish". I like the idea of 
using a bug tracker because the infrastructure is already there: there is a 
status, explanations, attachments, people can subscribe, etc.

Right, this idea would be for the future.
