If you have the theme, you need to put it into /usr/share/themes (or
at least, that's where they've been on all distros I've ever used...).
If not then you should probably start with a theme that you want to
edit and play around with it - for this you can just copy a directory
in /usr/share/themes to ~/.themes (to ease permissions when editing
it...) and edit the ~/.themes/[themename]/gtk-2.0/gtkrc file

I do not _know_ how to do this, but I do know it is possible to change
the theme that is being used using gconf - I am not on Linux now and
can't remember where the key is, but I would guess that that is one
possible way to set a theme during install...
