Not really, no; merging is a huge effort by the whole development team.
Working out what to sync and what to merge is basically just a big
version number comparison.
Seriously, if doing a version comparison to work out what to sync and
what to merge is hard, then managing a distribution over the long term
is going to be a very difficult task indeed.

The seeds are written by hand, not generated. Work out what packages you
want to support and seed those.

We had our own archive almost right from the start. The only "release"
we ever made not from our own archive was the first test CD of Warty,
which was only released to Canonical employees for testing. After that,
we sucked in all source packages from Debian and started modifying them
as necessary.

We only sync source, and always rebuild all binaries.
