Binary deltas in apt-get?

I don't have any idea as such whether APT has it.
There is a blueprint in launchpad but is reported long back and not updated

BTW IIRC Binary diffs and patch take time. creating diff is quite slow 
but patch is fast. Again it depends on the processor of the end computer
