Who are the "go-to" people for repository mirror problems?

have you tried to email mirrors at ubuntu.com?   Not sure who is at the
end, but that's the contact address listed in the mirrors page of
ubuntu.com (http://www.ubuntu.com/download/mirror).  I would guess
that would be a good start.
