That definition entirely depends on who/what it is you want to be free.
The GPL guarantees that the code and the recipient of said code is free,
at the expense of the distributor, who is restricted. Other licenses
weigh things differently

There are no restrictions whatsoever on use: "Activities other than
copying, distribution and modification are not covered by this License;
they are outside its scope. The act of running the Program is not
restricted"
