This problem occurs when at least one user starts to explore what "lock
to panel does" and then "remove from panel".
To fix do the following, right click on the panel.
Choose "+Add to panel"
Scroll down to utilities choose main menu.
That one icon does stuff that you might have found under the other
buttons, the rest is left as an exercise for the reader. ;-)
