That option to install from a LiveCD seems to be relatively popular with
Knoppix; well at least I have seen it mentioned quite a few times (never
tried it myself); and it seems to be a natural path for some people new
to Linux who trying a LiveCD as an intro to that world and then decide
to take the next step with an actual install.

If it's technically possible I would say that it could be something
that you should explore since it would allow you to go down from 2 to 1
cd for the shipit cds, something that could save some money on the long
run for the freebies.

But I suspect, due to the lack of space on some of the architectures for
the cd images, that combining the live and install CDs could make it too
limiting from a developer point of view and would force too many
packages to be dropped from the CD. But I'm not one, so I will let them
decide that for themselves.

On a somewhat related note I was trying Hoary's live CD in a Windows 98
machine the other day, and it was really nice to see what the LiveCD
offers for Windows users to allow them to try and install some free
software on their Windows computer (OOo, Firefox, Thunderbird,
Gimp, etc). But sadly I think the option of putting that LiveCD in a
running Windows machine hasn't been really advertised during the recent
Hoary release phase (I don't remember one mention of this anywhere), and
probably a lot of Windows users don't even know that the option is there
for them after they have downloaded the iso of the LiveCD.
