hebrew text in post base install in d-i ncurses dialog and some of dpkg / apt messages is scrambled.

I have attempted installation from 20040906 iso image,
under QEMU.

Starting the installation with a hebrew locale did no
problem on the first stage process (that is before
rebooting and continuing tasks from the HD) but after
rebooting into ubuntu, the continuing dialogs and eve
some of the apt/dpkg messages were scrambled, greek
like letters and unreadable. I suppose this has
something to do with locales generation, or a
misconfigured text encoding. (does the text interface
uses encoding at all?)
