No, because that means that our users have to remember every time they
see a file right there on the filesystem that they also have to check
Ted's Obscure List of Cool Ideas before knowing if they can count on
that file staying there.

In the devel series we are free to add or remove files to the OS snap at
will. In the stable series, if it's there it will stay there and people
can use it.
