It means that Rosetta doesn't know yet how to handle plural forms in
your language. Plural forms are defined in each po file header, then
gettext could interpret the plural forms correctly.
You should explain to the list how plural forms are handled in nepali.
Example in french :
 0 item
 1 item
 2 items
 3 items
This will be translated in « "Plural-Forms: nplurals=2; plural=n>1;\n" »
by Rosetta.

ps : it seems that GNOME Nepali Team uses the following plural forms in
their headers : "Plural-Forms: nplurals=2;plural=(n!=1)\n"
