First up, the file you're referring to is one that Joop uploaded, and
appears to have failed because of errors in the file. I'm pretty sure
these errors were introduced inadvertently by Joop because of a
confusion regarding LF and CR characters (Windows/Unix line
terminators).
Compare this from Joop's file:

I confirm that the file referenced above was NOT uploaded by me, but
by Joop as correctly indicated in Rosetta's records.
To quote a message I (unintentionally) privately sent to Carlos this

And just to confirm, 7 hours later, I have not received an "Import
successful" message, and the modifications made in my uploaded file
are not yet visible on Launchpad.net.
