This is already setup! If you look at launchpad.net/distros/ubuntu/ on
the left you will see a details portlet. You will see translation group
is "Ubuntu Translators" and permissions are "Structured". If you get
your launchpad team to be the official Esperanto translators for Ubuntu,
then you have what you want. Voila.
