OK, we need to know the plural form structure for Estonian. How many
plural forms are there in that language? You need to find a few .po
files in Estonian, and look for the Plural-Forms line. They need to be
files that actually have plural forms, or the result can be misleading.
In general it looks like:

"Plural-Forms: nplurals=2; plural=(n != 1);\n"

If you can't find any that look different to that, then we should use that.
