According to the gettext manual

gettext_150.html>, Estonian is indeed
"Plural-Forms: nplurals=2; plural=n != 1;".
Carlos, why aren't all the plural forms given in the gettext manual
already incorporated into Rosetta? That would save a lot of time for
both you (one lot of data entry instead of dozens) and the translators
of those languages (not having to go research the plural forms
themselves and then wait for you).
