As a bystander here, I've a couple of comments....

As a member of motu-swat I see the volume of Universe security fixes emgent 
is providing.  His contribution is truly significant and greatly 
appreciated.

Jamie's comments do, however, concern me.  I think before someone is 
allowed unsupervised upload rights appropriate care and consistency should 
be demonstrated and not just promised as future behavior.
