I must second Kees' comments.  Steve is one of very few people who I
trust to package solid fixes to real bugs, every time.  He's very good
about making sure he understands the nuances of a situation before he
steps in to make a fix.

He's also far more on top of various processes than I am, as well as
having a good grasp of what's release critical and blocking our forward
progress.  And it would be very nice if he could just upload stuff,
instead of needing to pester me or someone else to upload for him.
