I've been wrestling with whether or not to comment on this application or not.  
In the end, I've decided to.  

I think William's technical skills are up to beginning MOTU level at least. 

While I believe that his community invovlement has been quite good recently, 
his initial arrival in the community leaves me deeply concerned about his 
commitment to working with us and being responsible for more than his own 
interests.  I've seen him what I would consider impatient and forward other 
times too.

With continued good involvement and patience from William I'll get over it.  
So, please keep up the good work, but my recommendation to the council would 
be not yet.
