LTS releases will not usually give you a new update notification until
the first point release, but that was long ago for 16.04. It may be that
you don't have it set up appropriately. In Preferences » Software &
Updates, go to the Updates tab and look at the bottom. What does it say
for "Notify me of a new Ubuntu Version?" If you have it set to "Never,"
that's your problem. If you have it set to anything else and you're not
getting updates, that deserves some further investigation. It should be
consistent with the value of "Prompt" in
/etc/update-manager/release-upgrades.

`do-release-upgrade` should do it or System Tools » Software Updater.

Actually, I think you're right about. Seems silly in one sense but
sometimes there are changes that require the stepwise fashion.
