Is it necessary to have both 22x22 and 24x24 icons?

Also, the hard part is that the small scale icons must be done by
hand.  Above a certain size, it's possible to just use SVG and scale
the image.  But for the very small images, it has to be done manually
to have something that looks acceptable.
