I think you can simply add a new entry to the *.desktop files, containing square brackets with the langauge. Some exmple output from LSC's .desktop.

"michael at michael-testing:~$ cat /usr/share/applications/lubuntu-software-center.desktop
[Desktop Entry]
Name=Lubuntu Software Center
Name[bg]=Лубунту Софтуерен Център
Name[de]=Lubuntu Software-Center
Name[en_AU]=Lubuntu Software Center
Name[en_CA]=Lubuntu Software Center
Name[en_GB]=Lubuntu Software Center
Name[et]=Lubuntu tarkvarakeskus
Name[fi]=Lubuntun sovellusvalikoima
Name[fr]=Logithèque Lubuntu
Name[it]=Lubuntu Software Center
Name[ms]=Pusat Perisian Lubuntu
Name[nl]=Lubuntu Software Centrum
Name[pl]=Centrum oprogramowania Lubuntu
Name[pt]=Central de Programas do Lubuntu
Name[pt_BR]=Central de Programas do Lubuntu
Name[ru]=Центр приложений Lubuntu
Name[sl]=Programsko središče Lubuntu
Name[sv]=Lubuntu Mjukvarucenter
Name[te]=లుబుంటు సాఫ్ట్‍వేర్ కేంద్రము
Name[zh_CN]=Lubuntu 软件中心
...
"

You could then supply a modified bzr branch and merge request to the project in Ubuntu.

Bear in mind that I'm not totally sure about this, gilir, phillw or similiar will probably correct me.
