There are [several solutions][1] to the general problem, most of which
includes some caching mechanism or another. Whether or not Ubuntu would
make this a default is another question (I think it's probably
unlikely), but it is a question for the distro as a whole rather than
specifically for the Lubuntu flavor since the software in question is
something we all share.
