If it sometimes works fine and other times appears slow, I'm going to
have to say the reasonable conclusion is NOT that the system is slow
overall. If you want to draw conclusions, its best to use data to
support your assertions. To that end, use the `systemd-analyze` command
to determine what the actual load times are. You should test this across
similar systems, so using the live images would be a good way to do so.
Ideally, you do it over a few boots to make it stastically credible,
too. If you do find that there's a difference, `systemd-analyze blame`
can help you figure out what specifically is taking so long. 

I don't think you will find anything wrong with Lubuntu, i.e. doing the
testing I suggest above should show that the two systems perform very
similarly. You may find, however, that your system is taking
exceptionally long. That may be a quirk of what you have installed and
running on that machine.

Looks like you're doing something wrong as only 20.04 has 5.4:

I wouldn't say that is a fair assessment. 20.04 is an LTS release. 20.10
is a regular release. Hirsute Hippo, which should become 21.04, will be
another regular release, but is in development. In that sense, the only
"bleeding edge" one is the one not released: Hirsute. You might argue
that the regular releases lack the stability of the LTS releases and are
thus bleeding edge, but I think that would be a poor assessment.
