I can understand that putting the statement that exceptions will be
granted at the end of the policy makes it so many folks get upset
early on and stop reading, but I assure you that it is there and
always has been there, it's an important part of the policy because we
all understand that the policy is not black and white.

The last two points:
* In the event what is considered a sub-team wants to be considered a
LoCo, it will need to present a request to the LoCo Council.
* The LoCo Council will provide a response, which is, in no way,
related to verification. The LoCo will still have to apply for
verification if wanted.

And as others have said I want to stress that we're all friends and
volunteers here working toward what's best for our community and
resources at our disposal. Please try to keep in mind that we're all
doing the best we can and polite discussion about policies is always
welcome, there is really no need to get upset with each other.
