[loco-contacts] Our teams reject the new LoCo Council policy

As several people have outlined by now, we feel like the policy is in good
standing, and you can reach the LoCo Council (or the CC as another
instance) if you have any enquiries about the policy or requesting to be a
LoCo Team.

I do not feel this discussion is taking us to any other place, so I guess
we're good to go by now.
