I don't think it is as clear as you think.  The Catalan LoCo Team were 
the first to be granted an exception, months ago.  There's no reason to 
think that the Galacian team wouldn't be extended the same consideration.

There are several localization teams that consider themselves LoCos but 
work focus on software localization.  This is one of the most impactful 
ways that the Ubuntu community can help share and improve Ubuntu, and 
everyone welcomes each contribution.  I know my Spanish and German are 
greatly improved by having language resources for LibreOffice and being 
able to occasionally run the system in those languages.

The Verified LoCo status and policy is intended to support LoCos who 
work to host physical events in their community.  This is an entirely 
different kind of work and it is very important that local groups work 
together when planning physical events.

If you regularly need a banner and Ubuntu DVDs to host events, then you 
should ask to be considered as a Verified team.  If you don't need those 
things, then you're all set.  You're not being "forced" to join other 
teams, you're simply being asked to share physical resources if that's 
possible.

Remember, the LoCo Council isn't deciding what's possible for your team. 
  They're simply providing a new way for you to ask for special 
consideration if you need it.
