[loco-contacts] Our teams reject the new LoCo Council policy

Let's hold this for a second, there's nothing but a misunderstanding, the
Old policy states that only one team per country was allow (USA was a
exception) the new one has a workaround, that would let regional/subteams
be Full LoCo teams. You just have to present a request to the LoCo Council,
like Ubuntu-Cat did, they are a Full LoCo now.

We have a finite amount of resources, and because of this we need an
organization to make all the world work. Please don't make this personal.

All the current regional teams are encourage to join the National LoCos but
if they don't want they don't have to.
