Logging of Ubuntu LoCo Teams core channels

Looking at #ubuntu-nl (72 online) vs. #ubuntu-nl-offtopic (42 online)
currently, and activity in both, I'd say that that depends on how those
channels are managed.  We try to make it clear that support questions &
help go into the first channel, chat goes into the second (so as not to
disturb new users asking for help with a discussion about politics
interspersed in their questions & the answers on it).
